[eMINTS] Photo Story not Picture Maker

I'm sorry, I was thinking of my camera's software.  I tried Photo Story 3 and it is not compatible with Windows 2000.

I'm trying to do photo essays and digital movies with my summer school kids.  I had planned to use Picture Maker but it will only work on XP and I have 8 computers with 2000.  Does anyone know of free software that I can use for this?  I don't want to purchase anything because I don't have a budget and I'm getting new computers in August.
